Bill McCollum

Bill McCollum was the 36th Attorney General of Florida and is a former U.S. Congressman (R-FL). During his time in the House, he became known as an expert on terrorism, crime, immigration, bankruptcy reform, intellectual property, and financial services regulation. A highly effective Congressman, McCollum served 20 years before becoming Florida’s attorney general. While attorney general, he filed what has become known as the “Anti-Obamacare” lawsuit, citing the legislation as unconstitutional. In his presentations, McCollum addresses health care, politics, and terrorism. To make these difficult issues easier to understand, he colors his presentations with personal anecdotes from his time on Capitol Hill and as attorney general. Truly at the intersection of politics and law, he explains the legal ramifications of health care legislation in an accessible way.

Health Care. During his time as Attorney General, Bill McCollum filed a federal lawsuit – which 26 other states eventually joined – against President Obama’s 2010 health care legislation, citing it as “unconstitutional.” McCollum believes that the government cannot force Americans to purchase a product and that the legislation violates states’ sovereignty and imposes an undue financial burden on them. The lawsuit, State of Florida et al v. United States Department of Health and Human Services et al, which has now passed through the Florida district courts, is expected to reach the Supreme Court.

Congressional Career. During his time in congress, Bill McCollum founded House Republican Task Force on Terrorism and Unconventional Warfare, chairing it for six years. He served three terms on the House Permanent Select Committee on Intelligence, two of which as chairman of its Subcommittee on Human Intelligence, Analysis, and Counterintelligence. McCollum also served as vice chairman of the House Banking Committee and on the Judiciary Committee, where he was chairman of its Subcommittee on Crime.

While serving the house, McCollum was also selected for a variety of republican leadership positions, including three terms as vice chairman of the House Republican Conference, one of five elected House GOP leadership positions. He was one of 15 members selected to serve on the House Committee to Investigate the Iran Contra Affair and served as one of the 13 House managers in the impeachment trial of President Clinton. In 1992, he served as co-chair of the Republican Platform Committee. Based on the wide array of non-legislative projects that he was involved in and his broad range of legislative initiatives and accomplishments, The Almanac of American Politics described him as one of the most active and articulate Republicans in the House.

Attorney General. As the attorney general of Florida, McCollum positioned the state as the leader in the fight against child pornography and child predators. His other priorities included reducing gang violence, combating fraud, and improving consumer protections and anti-terrorism programs.

McCollum had also served on active duty in the U.S. Navy from 1969-1972. In 1992, he retired from the Naval Reserve as a commander, having served 23 years as a JAG officer.
