With 26 years of legislative experience, Martin Frost, a keen observer of national politics and policy, is regarded as a preeminent political analyst among his peers. He held numerous leadership positions in his party and is also considered to be one of its top strategists, an innovative lawmaker who is able to craft bipartisan legislation, and a strong fundraiser for fellow Democrats. Distinguished Political Career. From 1979 to 2005, Martin Frost served the Dallas-Fort Worth area of northern Texas in the House of Representatives. Early in his political career, Frost served six years on the House Budget Committee and was chairman of the Health Task Force from 1985 to 1988. During the 1996 and 1998 elections, Frost was the chair of the Democratic Congressional Campaign Committee, a position he utilized to help his party gain 14 seats in the House. In 1999, he earned the distinguished role of chairman of the House Democratic Caucus, the party’s third-highest leadership role. During his last term in office, Frost held noteworthy positions as the ranking member of the House Rules Committee and highest ranking Southerner in the House Democratic Leadership.
Diverse Political Expertise.Martin Frost devoted considerable time to issues surrounding national defense. He was the principal author of the 1992 Industrial Base and Defense Conversion Act, which helped repurpose companies in light of the downsizing defense industry. Frost also championed child safety by authoring the National Amber Alert law, which helps locate victimized children by publicizing their abduction. Also a long-time defender of business rights, Frost won the 1994 Spirit of Enterprise award from the U.S. Chamber of Commerce for his votes supporting free enterprise.
Martin Frost chaired a special House Task Force from 1990 to 1995 that helped eastern and central European nations transition to democracy after the fall of the Berlin Wall. He also co-chaired a bipartisan group on government continuity, which worked to ensure that the federal government would be able to operate after a terrorist attack or a natural disaster. He continues to promote democracy through his efforts with the National Democratic Institute.
Noteworthy Educational Background. Martin Frost earned his bachelor’s degree in journalism and history from the University of Missouri-Columbia. Following his graduation from Georgetown Law School, he practiced in Dallas until his election in 1978. In 2005, Frost was a fellow at the Institute of Politics at the John F. Kennedy School of Government at Harvard, and in 2006, the Woodrow Wilson International Center for Scholars named him a public policy scholar.

What to expect from the 2010 elections and the Congress that will take office in 2011. Martin Frost can handicap various House and Senate races around the country for the November 2010 elections and comment on trends that may impact the over-all change in seats for each party. Frost accurately predicted in 2006 that Democrats would capture 30 seats and take back control of the House. Frost can also handicap races by time zone to help audiences understand what the returns will mean as they are reported by the media. Frost also will make projections on how the various possible outcomes (shift in control or decrease in Democrat's majorities) will impact the President's legislative program in the next session of Congress.

Gingrich and Pelosi are very similar in their approach to the Speaker's job even though their philosophies are quite different. Both believed in concentrating power in the Speaker's office and having much of the final legislative product actually produced in the Speaker's office rather than strictly through the committee process. Both have worked to create a distinct cult of personality which is different from many previous speakers who were basically not well known in the public at large. As a result of raising the profile of the Speaker, both have become lightening rods for the opposing party and have been the subject of attack ads by the opposition party. Both also were willing to bypass strict seniority in elevating Members to key leadership roles on committees.
The challenges of achieving bi-partisanship in the next Congress. The public often complains about the lack of bipartisanship in Congress. Congressman Frost recently participated in a panel discussion with three other past legislative leaders on this subject -- Former Speaker Tom Foley, Former Republican House Minority Leader Bob Michel and former GOP Senate Majority Leader Trent Lott. Congressman Frost took the position that it requires leadership from the top of both parties to make bipartisanship a reality and that the public must demand that Democratic and Republican Congressional leaders act in a more cooperative basis. A true test of bipartisanship will occur when the President's deficit reduction commission makes its recommendations in December and when Congress then takes them up for a vote.
The 2010 census, reapportionment and redistricting – what to expect when the lines are drawn in 2011. Congressman Frost headed IMPAC 2000, the Democratic Party's redistricting organization following the 1990 and 2000 censuses. He will comment on the dynamics that affected redistricting during those two very important cycles and how the results impacted Congressional elections for the rest of the decade in each case. He will discuss the politics on reapportionment and redistricting which will occur in 2011 and 2012 and the projected gains and losses for each state and for each party. He will also discuss current efforts to reform the redistricting process by changing to a non-partisan on bi-partisan commission state by state.
