Army Chief Operating Officer for Logistics Operations at the Pentagon Expert on Leadership, Logistics, and Supply Chain Issues
In some of America’s most trying times, Major General Vincent E. Boles oversaw the logistics for the most high-tech, agile, and complex fighting force in the world. As the assistant deputy chief of staff at the Pentagon, he was responsible for the oversight of army logistics operations and readiness, force deployment and distribution, and logistics strategy and integration. He now serves as the army’s chief operating officer for logistics operations at the Pentagon. With examples from his experience keeping the U.S. Army supplied and ready, Boles takes audiences through the lessons he learned in his three-decade career as a leader who has built, planned, and executed strategies successfully and coordinated one of the most important and complex supply chains on the planet.
Meeting Expectations and Leading by Example. General Boles’ first served as the army materiel command’s deputy chief of staff for ammunition after being named Brigadier General in 2000. In this position, he was responsible for the $27 billion ammunition account throughout its life cycle – research and development, production, use, and disposal.
Six weeks before the attacks of 9/11, Boles assumed command of the army’s field support command, where he controlled all war reserve stocks and equipment and oversaw 52 technical assistance offices and the army’s civilian augmentation contracting program. From 2001–2002, he supported the OEF invasion of Afghanistan with forces and equipment packages and began moving war reserve equipment from around the world in order to prepare for Operation Iraqi Freedom.
In January 2003, he was deployed to Kuwait and assumed command of the Army Materiel Command Forward operations, supervising a force of more than 8,000 in support of the invasion of Iraq. In July 2003, he assumed duties as the commanding general of the 3rd corps support command in Balad, Iraq. With the 16,000 soldiers from the active reserve and the National Guard, he provided all supplies and logistics services to the 150,000 members of the coalition.
In 2004, General Boles was selected for promotion to major general and was assigned as the army’s 33rd chief of ordnance. There, he was responsible for the doctrine development and training of the 120,000 soldiers in the fields of mechanical and electronic maintenance, ammunition handling, and explosive ordnance disposal. His focus was on taking the lessons learned from operations for the global war on terror and embedding them in training programs.
Highly Decorated, Highly Educated. Major General Boles’ decorations include the Legion of Merit, the Distinguished Service Medal, the Bronze Star Medal, the Meritorious Service Medal, the Army Commendation Medal, the Army Achievement Medal, the Parachutist Badge, and others.
Major General Boles graduated from Niagara University with a bachelor of arts degree in history and was commissioned second lieutenant of Ordnance in 1976. He later earned a master’s degree in business administration from Babson College, Massachusetts.
