Sean Roche

Sean Roche has spent his career solving complex problems at the highest levels of government and business, with senior roles spanning cybersecurity, intelligence, and organizational transformation. As the Deputy Director for the CIA’s technical workforce, he led the modernization of clandestine collection, analysis and cyber operations, strengthening its ability to respond to new threats. Roche went on to lead Global National Security for Amazon Web Services (AWS), working directly with governments and international corporations across the globe to rapidly and securely adopt new technologies. Today, he continues to advise government agencies, corporations, and venture firms on technology and security as CEO of Metsuyan Solutions.

During his tenure as an executive leader with AWS, Roche oversaw policy, legal, and technical initiatives across its $20B Worldwide Public Sector business, helping expand the adoption of secure cloud technology within national security organizations. Previously, he helped drive the CIA’s modernization while upholding the security required for high-stakes global intelligence operations. Working with Congress, Executive Branch agencies, and the White House, he oversaw an annual budget of $3.5B, helped create the CIA’s first digital workforce, and was instrumental in transitioning agency data to a cloud-hosting platform.

Over the course of his career, Roche has held various senior leadership positions at the CIA, ranging from research and development to clandestine operations. Immediately before becoming Deputy Director for Digital Innovation, Roche served as the CIA’s Deputy Director for Science and Technology, leading efforts to address national intelligence challenges through effective targeting, advanced technology, and tradecraft. In addition to his assignments at the CIA, Roche has also served in several positions across the Intelligence Community and the Department of Defense, while concurrently serving in the U.S. Air Force Reserve, retiring as a Colonel.

Roche has received multiple Presidential, IC, CIA, and DOD individual and team awards for his work in innovation.
